A city is begun.
In 969 Fatimid forces from North Africa took Egypt from the Ikhshidids. They founded a new palace city, al-Qahira, the Victorious, north of Fustat. Later English calls it Cairo.
How does a message of rule become a city?

The Fatimid general Jawhar conquered Egypt and laid out a new walled city that would become Cairo. The caliph al-Muizz later transferred the dynasty’s center from the Maghrib to the Nile.
Before
Fustat already existed. Egypt had passed through Abbasid, Tulunid, and Ikhshidid hands.
Why
The Fatimids were an Ismaili Shi'i caliphate claiming universal rule. Egypt was rich, central, and weakly held.

They knew they were planting a caliphal center. They did not know the later Ottoman, colonial, or modern city.

Cairo’s later size, al-Azhar’s long scholarly life, or the Suez of 1869.

First record
Arabic historical tradition close to the dynasty and later Mamluk compilers.
After
Al-Muizz arrived in 973. Al-Azhar was founded in 970. The city outlived the dynasty.
Later retelling
Do not call this 'the founding of Egypt.' Egypt was ancient. A new court city was founded.
Limit
A 969 city-founding does not make 69 a civic number.
What it does not prove
No link to Mercator, phosphorus, or Apollo except the terminal digits.
Why it entered
A genuine independent-first event inside the aperture, geographically outside the later European science story.
