Winter, and a reform.
In the winter of 1069–70, William of Normandy’s armies devastated large parts of northern England after northern revolt. In the same year, the Song statesman Wang Anshi began the New Policies. They do not explain each other.
The Harrying of the North
William’s response to northern rebellion was scorched earth. Chroniclers describe famine. In Song China, Wang Anshi’s reform program, the New Policies, began in 1069 under Emperor Shenzong.
Before
The Norman conquest of 1066 had not settled the north. Song had paid dearly for peace on the northern frontier.
Why
William meant to end the possibility of a northern court. Wang meant to strengthen Song finances and defense against the Xia and Liao.

What they knew
William knew rebellion could invite Danish kings. Wang knew the dynasty was fiscally strained.
What they could not know
Domesday Book’s later empty-village traces (1086). The long argument over Wang’s reforms.

Northern England was slower to recover. Wang’s policies were reversed and revived for decades.

English tradition makes the harrying a singular cruelty. Scale is debated. Do not invent a death toll the sources cannot carry.
Limit
Two 1069s are not a global 69 pattern.

No shared cause between York and Kaifeng.

A present year that keeps Europe from being the only geography.
