Anchor year
1542
A law for a plundered world.
On 20 November 1542 Charles V issued the New Laws of the Indies, under pressure from critics including Bartolomé de las Casas, to restrain encomienda and Indian slavery. Enforcement failed in Peru. The law is dated. Copernicus’s De revolutionibus and Vesalius’s Fabrica are 1543. Science’s neighbor is louder.
If 1543 holds the books, what does the law still hold?
20 November 1542
A law for a plundered world

LAW
The New Laws
A royal ordinance meant to protect Indigenous people and to claw power back from encomenderos. It provoked revolt. It did not end extraction. The paper is the object.
Before
The Laws of Burgos (1512); Las Casas’s long campaign; the 1542 debate at court.
Why
Reports of atrocity and a crisis of conscience inside a Christian empire that was also a mining operation.
Who
The emperor; Las Casas as agitator; colonial elites; the first viceroy of Peru, who died trying to enforce the laws.
Charles V · Bartolomé de las Casas · Blasco Núñez Vela
What
A legal text: no new encomiendas, limits on inheritance, bans on Indian slavery in stated terms.
How
Council, ordinance, appointment, resistance.
The hinge
The hinge is a date on a law that the people it named would still have to survive.
Where, and when
Castile’s court, then the American viceroyalties. Promulgated 20 November 1542; related measures 1543.
20 November 1542 · Spain; the Indies, especially Peru
What they knew
They knew the colony could rebel. They did not know how little the paper would hold.
What they could not know
Later independence, or that 1543 would be the year of two scientific books.
Source object
Leyes Nuevas, 1542
A printed and manuscript ordinance. Not a photograph of the mines.
The object survives.
First record
The ordinance itself, 20 November 1542.
After
Revolt in Peru; partial revocation; the debate continues in the 1550 Valladolid junta.
Later retelling
A humanitarian origin myth. The myth forgets the revolt and the silver.
Limit
A law is not its enforcement. 1543 remains louder for science.
What it does not prove
Does not cancel 1543. Does not make 42 a moral number.
Why it entered
Included as independently dated. Not as proof that 42 prefers justice.
